Cover the skate with water and bring to a boil, then simmer for 10 minutes. Let
it cool.
Saute the onion, garlic, green pepper, and mushrooms in the oil. Add the basil,
oregano, tomato paste, worcestershire sauce, and tomatoes and simmer for
about 15 minutes.
Slip the flesh off the cartilage and cut it into pieces, placing it in a casserole dish.
Layer the spinach and 1/2 the cheese over the skate and then pour the sauce
over top and then the last of the cheese on top of the sauce.
Bake at 350 for 30 minutes
